Senegal’s judicial system has put two defendants under electronic bracelets instead of sending them to prison for the first time, launching a device installed to decongest detention sites, the Justice Ministry learned Thursday.
The two defendants were placed under electronic bracelets Wednesday by a court in Pikine-Guédiawaye, a suburb of Dakar, said officials from the Ministry of Justice and another at the center charged with monitoring people targeted by the devices. told AFP.Information.
The ministry and the center did not provide details.
Two of the e-bracelets were charged with “crimes of conspiracy, attempted fraud, and use of forgery of government documents,” daily Rob Servaturt reported Thursday.

In mid-November, Senegal opened the first center in West Africa to monitor people wearing electronic bracelets in Dakar.
Since 2018, the country has been talking about introducing electronic bracelets to replace prisons. This was approved by MPs in July 2020.
Those convicted of rape, pedophilia, and drug trafficking are excluded.
The use of this technology has raised concerns among judicial professionals and advocates. Reservations about the capacity of the judicial system of this developing country to enforce measures, about unequal access to the means of communication that enable its use, and about the fairness of who benefits or does not benefit from it; is expressed.
Advocates also say the bracelet should not be the solution to the underlying problem of disproportionate use of detention orders.
Human rights activists regularly criticize detention conditions and overcrowding in Senegal’s prisons, the almost systematic use of detention warrants, and the length of pretrial detention.
