The 2023 WE Cities Index reveals some interesting insights, including a related study, the Women Entrepreneurs and Tech Deep Dive Report. With five new cities added this year, the competition is fierce. Cities lag behind by staying still. More cities are ranked in the “Top 5” per pillar. In 2023, there are 17 different cities in the top rankings per pillar, compared to 12 cities in 2019.
The 2023 Dell WE Cities Index shows progress across the board. The median score improved by 3.3 points from 2019, with median scores improving across all pillars except culture, where the median score decreased by 2.1 points. Declines in policy scores and attitudes and expectations scores outweighed modest increases in access to mentors and role models.
The pandemic has shown some setbacks, especially in the Talent and Culture pillars. Many upheavals in the world are filling her news cycle with positive stories about women’s business her leaders that help raise attitudes and expectations towards women. Additionally, we observed a decline in the ratio of female to male executives since the 2019 index. By comparison, women’s skills and experience have increased, but the median scores across the talent pool available to women entrepreneurs have fallen slightly.

As 5G standards and investments continue to roll out, urban connectivity is a key competitive advantage, especially when it comes to download speeds and mobile coverage (speed and latency). Strong mobile coverage is especially important, giving female entrepreneurs with many commitments the flexibility to run their business anywhere. Interestingly, technology is potentially a proxy for market size, as it expands market opportunities. In other words, the traditional physical market of cities can be expanded with digital markets.
