Republicans in Tennessee on Tuesday introduced new legislation to govern the governing boards of Nashville’s airport, Nissan Stadium, Bridgestone Arena and other Music City landmarks.
The new bill reshapes the board and gives state legislators and governors the power to appoint a majority.
The legislation comes at a time when the battle between Democratic-led Nashville and legislative Republicans continues to heat up and the city’s politics are undergoing major changes. Nashville Mayor John Cooper announced this week that he would not be running for re-election, setting the stage for a major mayoral election in August.

This measure would create an 11-member Metropolitan Nashville Airport Board of Governors. Here’s how scheduling works:
- Four members appointed by the Speaker of the House.
- Four members appointed by the President of the Senate.
- Two members appointed by the governor.
- The mayor or nominee of Nashville, as an ex-officio voting member, shall be the final member of the Board.
By law, board members must be residents of Davidson County.
Cookville Republican Rep. Ryan Williams proposed HB 1197 to “restructure the board of sports authorities.” This will give state leaders a majority of the boards that govern Nissan Stadium, Bridgestone Arena, First Horizon Park and other sports facilities in Davidson County.
The act creates a new board of thirteen members. Here’s how scheduling works:
- Three members appointed by the Mayor of Nashville.
- Four members appointed by the governor.
- Three members appointed by the Speaker of the House.
- Three members appointed by the President of the Senate.
By law, some members of the sports authority could live outside Davidson County.
Both bills are written to apply only to metropolitan areas and areas with a population of 500,000 or more. Only Nashville-Davidson County meets the criteria.
