The M23 rebels handed over the Rumangabo military base to regional forces in East Africa on Friday after nearly two months in charge.
At a brief ceremony held at the facility, rebel representatives said the gesture symbolized the group’s commitment to peace.
A summit in the Angolan capital last November ordered the rebels to surrender all occupied Congolese territory.
The Rumangabo base in Rutulu territory fell to rebel forces in November.
In December, the rebels withdrew from Kibumba, another important town, but then gained more territory.
The Congolese army called the withdrawal a fake.
The resurgence of the M23 has strained relations between the DRC and its small Central African neighbor Rwanda, which Kinshasa has accused of supporting rebels.
Experts from the United States, several European countries, and the United Nations agree that Rwanda is backing M23.
Kigali denies the accusations and accuses the Congolese government of colluding with the FDLR. The FDLR is descended from the Rwandan Hutu extremist group that carried out the 1994 Tutsi genocide in Rwanda.
