Dallas, Luzerne County (WBRE/WYOU) — Pennsylvania Gaming Commission officials say they have served more than 200 summonses on the man for conducting wildlife control business without a permit.
Nelson Carter, 67, of Sickshinny, is the owner and operator of ACE Bat and Wildlife Control in Sickshinny, officials said.
Authorities said Carter was under investigation by the PA Gaming Commission after he began receiving various complaints from citizens about the quality and lack of services his wildlife control service was providing.
Investigators said they executed a search warrant against Carter’s business in December 2022, resulting in the seizure of nearly 500 receipts.
Receipts showed that in 2021 and 2022, Carter had wildlife management work in both Pennsylvania and New York involving multiple species, including migratory birds.
A PA Games Commission official said Carter at one point held a license as a nuisance wildlife control operator. This allowed him to legally acquire, harass, transport, release, or dispatch designated wildlife for others at any time.
However, the permit was permanently revoked in 2011 after being repeatedly cited for violating his permit.
Investigators said Carter continues to operate a business of illegally servicing wildlife complaints and has been cited multiple times since 2011.
Carter is currently facing more than 200 indictments for performing wildlife management and eradication services without the required state and federal permits.
