District Policy on Transparency And what the board promised the community was more rhetoric than reality. In his Aromas San Juan School board elections on December 14, much to the surprise of many residents, there was no smooth transition from his incumbent President Casey Powers to President-elect Dan Curbs. .
Here’s what we know so far: Like all public service agencies, school district boards are bound by public policies and procedures that set out the rules and standards by which they must operate. These bylaws generally outline policies for activities such as meetings, board operations, and election procedures. These policies are the foundation of an effective school board, increase transparency with school district residents, and serve as a commitment to the community. This means that the members of the board are responsible for fulfilling their obligations to the public.

Statute 9100 states: The secretary of the board shall be promoted to the position of president after the expiration of the term of office of secretary. ”
In the 2020 school board elections, trustee Dan Carbs was elected chairman and, in accordance with district policy, was also elected president beginning in the 2022 school term. On December 14th, the school board ignored the official constituency election policy. Some members re-appointed Cayce Powers as President-elect to his third consecutive term as president, rather than install Curbs as president-elect.
A special public meeting was held on Dec. 20 to address residents’ concerns about the board’s recent election irregularities. The meeting revealed some notable items. The purpose of the electoral policy that was violated was to replace diverse talent for the position of chairman of the board. Other school board trustees admitted that they did not have full knowledge of the school board’s election policy, but did not offer to remedy the election irregularities. Barbara, who was also present at the meeting Interim superintendent Dil Varga said violating district policy could be justified because there may be no criminal liability for violations.
Adding to the public concern, incumbent Board President Casey Powers will not allow a post-board hearing public comment session on election fraud as required by California law under Government Code Section 54954.3. After Tuesday’s special meeting, some community members feel left without recourse or explanation as to how something like this could happen.
Residents of other districts intend to lodge formal complaints with the relevant regulatory bodies for answers and accountability. An internal election fraud investigation is currently underway and there are still many open questions. Why didn’t incumbent President Casey Powers intervene when election procedures directly violated the district board’s election policy? Will the board plan to remedy violations of district election procedures? Why didn’t the Board allow public comment on the debate about election fraud?
The Board concluded the special hearing after deciding to hold another public meeting on election fraud on January 4. Casey Powers did not respond to a request for comment. We keep asking questions and looking for answers.
