In response, app makers have engaged in PSA-style campaigns to try to change the culture of their users. For example, Grindr has a long-running “Kindr” campaign targeting sexual racism and fatphobic abuse among gay, bisexual, and transgender people who use the platform.
Other apps aim to build female safety into the app itself.Bumble, for example, only allows women to initiate chats to prevent unwanted contact by men. Tinder also recently made its ‘report’ button more visible and worked with WESNET to provide safety advice for its users.
Similarly, the Alannah & Madeline Foundation eSafety-funded intervention, “Crushed But Okay,” offers young men advice on how to deal with online rejection without being abusive. This content has been viewed and shared over 1 million times by him on TikTok and Instagram.
In our survey, app users said they needed education and guidance for anti-social users. This can be achieved by the app working with community support services and advocating for a culture that challenges common gender stereotypes.
Policy instruments for change
Apps are widely used because they facilitate conversations, personal connections, and opportunities for intimacy. However, they are for-profit companies, created by multinational corporations, that generate income by serving ads and monetizing users’ data.
Taking swift and effective action against app-based abuse is part of their social license. Harsh penalties for app makers violating that license should be considered.

In an era of rampant data breaches, app users already have good reason to distrust requests to provide personally identifiable information. It doesn’t necessarily feel more secure if you have to provide more data.
Our research shows that users want transparent, accountable, and timely responses from app makers when they report behavior they feel is unsafe or unwelcome. They want more than chatbot-style responses to abuse reports. At the platform policy level, this can be addressed by hiring more local staff to provide a transparent and timely response to complaints and concerns.
And while prevention is key, policing can be an important part of the picture, especially if abuse occurs after a user has taken the conversation off the app itself. When this happens, app makers must respond to law enforcement requests for access to data. Many apps, including Tinder, already have clear policies regarding working with law enforcement.
